Love is never mentioned in Acts, it is being displayed by the works of Jesus.
“For God so loved the world” John 3:16

What is love? A feeling, what are we talking about? Spouse, children, ice cream?
Ephesians 3:14 Paul says “this love of Christ surpasses all knowledge …” “The love that comes from God…”
How does God love us? Familial, friendship?
Rom 5:6 “Christ died for the ungodly…, while were still sinners Christ died for us”
Luke 15 “The older brother did not understand how the father still loved the younger brother after he had squandered his inheritance”

God is love
We prefer the thought that “God is love” is preferred than that as shown to Moses God will not leave the guilty unpunished.
